Professor Victor A. Goltsov was born in 1936 in Siberia. He graduated from the Ural Polytechnic Institute (UPI), Sverdlovsk (1958); worked in industry, Omsk (1958–60), in UPI, Sverdlovsk (1960–73),  since 1973 till now he is Chairman of the Physics Department and Head of the special hydrogen laboratory of the DonNTU (Donetsk, Ukraine).

He is Doctor of Science of the first degree (1964), Associate Professor (1967), Doctor of Science of the second degree (1973), Full Professor (1975), Academician of the International Engineering Academy (1990), Academician of the International Informatization Academy (1997) and of some others.

Since “romantic hydrogen time of the 1970s” Prof. Goltsov is a member of the International Association for Hydrogen Energy (IAHE). In 1998 he was elected as a member of Editorial Board of “The International Journal of Hydrogen Energy” (IJHE), and since 2000 he is a member of Board of Directors of IAHE.

Over a period of several decades Prof. Goltsov has been elaborating hydrogen–materials problem and general questions of Hydrogen Energy.

In 1972 Prof. Goltsov discovered hydrogen phase naklep (cold work) of metallic materials – the HPN-phenomenon. In 1972–86 Prof. Goltsov and his scientific scholars investigated this new phenomenon systematically: phase, structure, substructure, dislocation changes, recovery and recrystallization, strengthening, changes of physical properties etc. In a special cycle of works, the nature of HPN, as a new, earlier unknown physical phenomenon, was unraveled. On that base Prof. Goltsov thoroughly elaborated (1979) and then generalized a new paradigm of Material Science, which was first published in English (1981) and then in Russian (1984). There was a great international discussion about that new paradigm during lectures and talks of Prof. V.A.Goltsov in the USA (1980), the USSR (1982), Poland (1986), China (1988–89), Great Britain (1993), Japan (1994) and many other countries. So, that new paradigm caused the appearance of a new field of Material Science and Engineering known now as “Hydrogen Treatment of Materials”. In 1997 under the auspices of IAHE there was established the Permanent Working International Scientific Committee on Hydrogen Treatment of Materials. The Committee joins scientists of many countries, and this hydrogen sub-community has its own IAHE international conference “Hydrogen Treatment of Materials”, which is being held triennially in Donetsk.

As a result of hard prognostic scientometric work over the years a new IAHE conception “Hydrogen civilization of the Future” has been elaborated by Prof. V.A. Goltsov in scientific collaboration with Prof. T. Nejat  Veziroglu.

In 2000 Prof. V.A. Goltsov was honored with IAHE Rudolph A. Erren Award for “Outstanding Contribution to Hydrogen Energy in General and to Hydrogen Treatment of Materials in Particular”.

Nowadays being an Editor-in-Chief of a new informative-scientific and analytical journal “Bulletin of Hydrogen Economy and Hydrogen Ecology” (in Russian) and Internet-Portal http://donntu.edu.ua/ hydrogen-community/ (in Russian) Prof. V.A. Goltsov represents IAHE and IJHE long-sought goal and activity in East Europe and North Asia (CIS-countries), stimulates the integration of the Russian-speaking hydrogen community as a part of the World Hydrogen Movement.

Prof. V.A.Goltsov is married. His wife Lyudmila F.Goltsova is Doctor of Science, successfully working in the same field. They have two children: son Alexei and daughter Maria. Both of them graduated from the Material Science Department of the DonNTU. Goltsov’s has two grandsons: Vadim is a school-boy and Fedya is a child. The Goltsovs’ hobbies were underwater swimming and water skiing. Now they consist of travelling, gardening and, of course, hydrogening.
